Overview
The error message indicates that the Google Cloud Storage Watcher Trigger failed with the connection error. The connection to the Google Cloud Platform servers is not established. Any file monitoring on a remote server will not be performed until a reconnection attempt is made.
Solution
Google Cloud Storage Watcher uses credentials from the associated Connect to Google Cloud Storage Action, and Event 324400 explains in greater detail on how to fix this connection problem.
