 There are many Internet Explorer toolbars. Standard toolbars include Menu bar, Standard buttons, Address bar and Links. It is also possible to install additional toolbars provided by third-party companies to increase IE functionality by adding new functions or features.
It is possible to put each toolbar in any place relative to others within toolbar band. User might want to make small buttons, remove text labels and unnecessary buttons in order to make content area of IE window as wide as possible.
When all unnecessary elements are removed from toolbars, toolbars themselves are moved into their appropriate locations and all the rest of browser tuning has been done, user might want to Lock browser toolbars in order to preserve changes and to avoid making accidental unwanted changes in toolbar layout.
It is impossible to move / resize toolbar, it seems to be locked. How do I unlock IE toolbars?

However, if on contrary user wants to move browser toolbars, but they are like stuck in their positions, it is reasonable to Unlock IE toolbars by clicking View - Toolbars and unchecking Lock the Toolbars option.
