OVERVIEW.
The error indicates that Send email Action has failed to connect to SMTP server using STARTTLS command. Possible cause is that specified SMTP server does not support TLS (Transport Layer Security) protocol. Try using SSL (Secure Sockets Layer) instead, if supported by SMTP server.
